Welcome to the Visionary MLB Hall of Fame
There has been a bit of animosity lately about the Hall, and how it is operated, and after the nominations and voting process was halted for the second class in a row due to a bit of a holdout, the Hall has been spurred to attempt to realign how the Hall is run. Here is a proposal for some changes that could be made.
-The Removal of the 3 GM Collections Committee. This was a holdover from the long-outdated, original voting process, and is both tedious and unnecessary. It would be replaced by one single collector for the nominations process.
-The Removal of Leaguewide Nominations. This one is a bit iffy, but it would streamline the process. The idea would be to replace the current process by a nominations committee process. The committee (which may be open to expansion based upon interest level and need) would nominate a certain number of players for a ballot to be voted upon by the entire league.
-The Removal of the "must" clause. This has created the most pushback, and will absolutely be removed. Instead of being forced to vote for an exact number of players, either active or retired, GMs would be given a maximum number of players they are allowed to vote for (or nominate), and may vote for as many as they wish up to that number. This includes not voting or nominating at all. The only thing that would be asked of GMs in this situation would be to message the collector if they are not voting or nominating, so they are not waiting for GMs who aren't going to vote or nominate anyways, as well as GMs only to nominate or vote once. They would not be allowed to add/remove votes or nominations, nor send them in multiple messages. This creates less clutter.
-The Relocation of the Hall of Fame period. This was originally during the All-Star Break, and it seems like the most likely place for it. There was a bit of miscommunication that caused the first change, so this should be an easier one to fix.
There are also some things that I wish to keep:
-Preservation of the Honor of an Active Induction. Whether or not this was agreed upon in the last compromise is a bit of a debate, but it is something that I absolutely want to preserve. The fear is that GMs will want to induct more and more active players, and the number of active Hall of Famers would inflate. While I have warmed up a bit to the idea of active Hall of Famers, I think that they need to be limited. Otherwise, the title won't be as special. There are different ways that this can be accomplished. A maximum number of inductees can be instituted, or a lower number of nominated players can be as well.
-Preservation of the Retired Inductions. This goes along with the last point. I understand that at this point in time there may be only a few deserving players who have retired. However, in a few years, this will definitely change, especially if the actives are limited. GMs wouldn't even have to vote for the retired players when voting came around, but it is my belief that there should be more retired players on the ballot than active players, and the retired players should not be forgotten.

I think that this could really work.
